Inclusion Ireland has launched a petition calling on the Government to introduce modern capacity legislation.
This is a vital piece of legislation for people with an intellectual disability.
March 30th will mark the third anniversary of Ireland signing the UN Convention on the Rights of Persons with Disabilities. One of the central areas of the Convention is Article 12, Equal Recognition and Capacity on an equal basis with others.
Ireland’s current capacity legislation dates back to the Lunacy Act of 1871.
Please sign and circulate this petition and push the Government to bring in modern capacity legislation now.

Wheelchair Ice Skating
I have great pleasure in inviting you to participate in the first ‘Wheelchair Ice Skating’ for people with a Physical disability. This is a regional club incorporating the following counties; Monaghan, Cavan, Louth & Meath. The Club will meet the last Wednesday of every month with the first meeting of this club is due to take place on Wednesday, 26th August, 2009 in the Dundalk Ice Dome, Retail Park, Dundalk Co. Louth, between 12noon-1pm for those in services/organisations and from 6pm-7pm for those outside of services and organisations. The cost of the Ice skating is €5 per person, which has been heavily subsidised for participants by Dundalk Ice Dome.
Wheelchair Ice Skating is a new exciting sporting initiative to take place regionally. This is a joint venture incorporating Spina bifida and Hydrocephalus Association of Ireland, Cavan/Louth/Monaghan sports partnerships and Dundalk Ice Dome. This activity will be for people with a physical disability who use manual or powered wheelchairs. The focus of this new activity will be to introduce Ice skating to those with a disability and family/friends of those with a disability.
In order to facilitate Wheelchair Ice-skating, we are seeking parents/friends/family/ care staff to be volunteers in assisting wheelchair participants to Ice skate. A ratio of one volunteer to one wheelchair Ice skater is required. No experience in Ice Skating is required as we have arranged that volunteers can avail of free Ice skating lessons, Which the sports partnerships are covering the cost of on Wednesday 5th & Wednesday 12th August from 7.30-8.30pm in Dundalk Ice Dome.

The 1st SNAP group was set up in Louth in 2004 followed by Monaghan and then Cavan in 2006.
The Cavan group was established under Majella McGovern through the Cavan Childcare committee funded by the Dormant Accounts Board but now operates independently of outside expertise although it has received funding from the community Foundation of Ireland and from the National Lottery Grant Scheme.
SNAP's vision for the future is to be a positive family focussed group, recognised nationally for providing and ensuring better services, support, activities and information in the pursuit of happy children and supported families.
SNAP aims to support parents of children with special needs, the children themselves and their siblings. We do this through support meetings and talks from professionals, as well as arranging training in new skills to assist parents and children in their everyday lives. We also put a big emphasis on fun days out for the whole family.
We hope that you will be able to come along to the launch of our new information brochure and that you will refer any families to the group who you feel may benefit from the support we offer.

RIGHTS OF DISABLED PERSONS AND PERSONS WITH REDUCED MOBILITY WHEN TRAVELLING BY AIR
Newrules to give disabled and elderly travellers equal access at European Union airports will come into force at the weekend, the European Commission said on Thursday.
"The phasing in of these rules will put an end to discrimination and give disabled and elderly passengers the help they need when travelling," said EU Transport Commissioner Antonio Tajani.
The regulation will from July 26 prohibit European carriers and operators from refusing passengers boarding a flight because of a disability or reduced mobility. Airports will have to provide equipment and assistance and people with reduced mobility will board aircraft ahead of other passengers.
The Regulation defines a person with reduced mobility (PRM) as any person whose mobility is reduced due to physical incapacity (sensory or locomotory), an intellectual deficiency, age, illness, or any other cause of disability when using transport and whose situation needs special attention and the adaptation to a person`s needs of the service made available to all passengers.
The DAA has appointed One Complete Solution Ltd (OCS) to provide the assistance services to PRMs as set out under Annex 1 of this Regulation. These services include:
Enable the passenger to communicate their arrival at the airport and their request for assistance at the designated points inside and outside terminal buildings
Move from designated point to the check-in counter
Check-in and register baggage
Proceed from check-in counter to the aircraft, with completion of emigration, customs and security procedures
Board the aircraft, with the provision of lifts, wheelchairs or other assistance needed as appropriate
Proceed from the aircraft to the baggage hall and retrieve baggage, with completion of immigration and customs procedures
Proceed from the baggage hall to the designated point of departure
Reach connecting flights when in transit, with assistance on the airside and landside.
The DAA has designated points of arrival/departure at Dublin, Cork and Shannon Airport where passengers can advise that they have arrived and require assistance. These are located in the following areas:
Short-term car park and one long-term car park where local conditions necessitate
Departures Hall
Public Transport
Set-down areas
The DAA has also established quality standards for the assistance services specified in Annex 1 of the Regulation.

Information for Parents of Children with a Disability
Minister for Social and Family Affairs Martin Cullen TD visited Dundalk and launched the County Louth Citizens Information Service (CIS) new booklet entitled 'Information for Parents of Children with a Disability'.
This 42-page publication is a single reference document, which aims to bring together in a clear and accessible way, a wide range of relevant information and supports available to parents of children with a disability. This booklet contains information on areas such as social welfare, transport, housing, tax, health and education.
Minister Cullen said: "When a child is first diagnosed with a disability, parents can find it difficult to access comprehensive information in relation to supports and entitlements that may be available to them. With the emotional stress of dealing with a diagnosis of ill health or a disability, the search for information can be especially difficult. This new publication provided by County Louth Citizens Information Service should prove to be a very practical resource for parents and guardians of children with disabilities".
Congratulating the Service on their publication, Minister Cullen said: "Every citizen is entitled to information about rights and entitlements to social and civil services. This booklet acknowledges this right in terms of the parents of children with disabilities. It also serves to empower parents in making choices that affect both themselves and their children. The Government’s National Action Plan for Social Inclusion 2007-2016 places particular emphasis on improving the lives of children. This new publication aims to support the achievement of this goal."
Minister Cullen also commended the County Louth Citizens Information Service on their work in meeting the information, advice and advocacy needs of a growing and diverse local population. He said: "Last year alone the County Louth CIS dealt with almost 20,000 queries from over 17,000 callers to its Service. The work of this CIS is a testament to the spirit of cooperation and partnership that exists among the various statutory, community and voluntary agencies based here in County Louth."
